I dont know a cost, but there is a fairly long wait time in oregon. Double barrel shotgun is a broad statement. You need classes, and it takes a while for you to get used to the recoil. You may also want a 9mm. for home protection, cause a double barrel has only two shots. you might need more then that.

A shotgun is wise for home defense for using short-range. You don’t need pin-point accuracy because the pellets spray out. Nevertheless, you may need to get used to the "kick," or recoil. There may be a class, which would be helpful if you’re inexperienced.

Double barrel shotguns are pretty terrible for self defense, its hard to miss with a shotty and all but most are break action and that means 2 shots is all you get (most self defense shoot outs occur at around 7 ft, no time to reload). Combine that with the fact that most double barrel shot guns are quite a bit more expensive than the pump shotguns and there is really no reason I, personally, would ever count on one for self defense. You can get a mossberg 590 which holds 8 shells in the tube and one in barrel AND you can also attach a bayonet to the front all for around 650$ ball park, most double barrel shotguns are FAR more expensive than this. DO NOT forget the maxim "you get what you pay for" I would take a mossberg (name brand high quality police/military shotgun brand) over a cheap shotty of any brand ANY day. If our police and military trust their lives to them, why wouldn’t you?? As far as the oregon wait period I have no idea, but I hear its kind of hippy central so my guess is that they are. Thank God for COLORADO, took me one hour to wait for a back ground check and I was going home with my XD45 5" tactical.
Totally forgot to address the class question, most gun ranges will have classes, however I would recommend finding a highly skilled NRA instructor and taking a formal NRA shotgun class. I took my pistol class with a former army/sf/fbi firearms instructor and am not only ready to get my CCW permit but feel like I could not have learned more. DO NOT take a 4 hour class and DO NOT take a class that does not involve at least SOME shooting. (I put 200 rounds down range in my pistol course, qualified expert as well).

Yes there is a wait time in Oregon. Yes you should take classes. Yes ranges have classes. Prices depend on the type and brand of the gun.
