Fed. law requires a gun hold only three shells when hunting waterfowl. Some guns are made that way and if there not people put whats called a plug in it so they will be legal. Check to see if there is one in there or take it to someone that knows guns and have them look.

Many shotguns only hold three shells. This is because most states regulate that a hunter can only have three shells in the gun at any time. Older pumps hold more of course, and this was prior to this regulation.

there is a wood dowel in the magazine. remove the barrel and the dowel should come out the screw hole in the mag.

Your shotgun should hold 4 + 1. There is probably a plug in the tube magazine to restrict you to only 2 + 1 ( like a previous answer said, for hunting regulations ). I have a Remington 870 that I just purchased and did not come with a longer plug. So I can hold the full 4 + 1.
My buddy has an older Remington 870 that he received as a gift from someone else. It would only hold 2 + 1. Same thing. He just needed to replace the plug in the magazine with a shorter one.
I just use my shotgun for fun and to shit some clays here and there. But if you do end up using it to hunt, make sure to check your local regulations to see if you have restrictions on the number of shells in your shotgun at once.
You can find how to change the plug in this Yahoo Answer also (hehe, saves me time of writing it out).

Three (3)* shells is more than enough to be in a shotgun.* For hunting purposes it is mandatory according to the Hunting rules and regulations.*

That is the correct ammount. There is a plug in your shotgun. As many states only allow three shells in a shotgun at a time. Some states do not set a limit on shotguns for big game hunting. I livein Virginia you do not haved to have a plug in for deer hunting but you do for ducks.

Are you sure the plug for migratory birds is not in.

No, there is a wooden dowel in the magazine tube to stop any more rounds from being loaded, in complance with hunting regs. Look in the owners manual, and it tells you how to remove this dowel.
