what is the best quality shotgun I can get for a low price?

Target and skeet/trap do best with double barrels, either over&under or sideXside. Stoeger has a great collection of both for $400 or less. I own several and they are the best value for the money. The condor is a the O&U model. they have a good website to check out.
If you want a pump gun, I am a fan of Remington 870′s. The express model is usually under $300 at walmart. Mossberg 500 is also a good gun. For a little more, you can get a Benelli Nova or Supernova, which is a great shotgun, and is entry level to a great brand. Besides, i like having something besides the same Remingchesterburg everyone has.

28" barrel 12 gauge Remington 870 Express will do you fine, same with a Mossberg 500 with a similar barrel, or the Weatherby PA08 again 12 gauge 28" barrel

on all 3, you will only have a modified choke, so you will need to buy a skeet choke sometime. But you can perform just fine using modified choke to start with.

A remington model 870 with screw in chokes.
Used or new you cant go wrong with an 870.
They have been around forever.
