Well not knowing your price I will assume you are not looking to spend a lot of money. I would say the best shotgun for the money would be a Mossberg 500 in 12ga. You might consider a 20ga but the 12ga is the most common. They are reliable and have loads of aftermarket accessories available. If you want to upgrade a little you can go with a Remington 870. Either one would be a great shotgun. As for the rifle I would recommend a .22 LR since you can practice so cheap. I would say it would be hard to beat a Ruger 10/22. You could get a larger caliber but with current ammo prices they are very expensive to shoot. As far a accessories go you really don’t need anything. Maybe a scope for your rifle. And maybe a sling for your shotgun. They make some neat little add ons but I prefer to keep things basic and simple.
Starter rifle a 22LR, check out the Ruger 10/22
For a shotgun get the Remington 870 or the Mossberg 500
Starter rifle?…..
Consider a Mossberg 500 12 guage pump….. Catalog # 50577….

Of course this is more of a defense model….
If a hunting shotgun is what your after then surely look into the Mossberg 500 12 gauge field model – catalog #50120….

Both cost under $350 in most areas….
I own both and they are reliable and fun to shoot….
These shotguns aren’t too expensive — try to buy them new.. Looking for? – A track record of proven reliability… Mossberg 500 shotguns are known for there reliability in hunting, security, police and military duty…..
Accessories? — None or very few…. A sling, decent case and good cleaning kit is all you will need….
Starter rifle? — A Ruger 10/22…..

Others have given you good info. I will add you might want to take some one along with you when looking at used guns who has been around guns a while. It’s kinda like buying a used car when you first get your license. A rifle or shot gun should have a certain "feel" to it when it is handled and if you have never been around many you won’t know a jem from junk.
Good luck and have fun!
Dave
You’re certainly old enough.
As i understand it, in Oregon all you have to do is find a gun store that has what you want, show them your valid state ID, wait a few seconds to a minute while the dealer makes a phone call for a background check, fill out a little yellow form, then hand the dealer the money.
They may ask you "Would you like some ammunition with that?"
As far as accessories go, the good ones would be slings, scopes (optional for a shotgun), and cleaning kits. There are many others, especially for the types of guns which previous posters have recommended (good choices, by the way), but these aren’t always practical.
shotgun: remington 870 – can get new 12 gauge models for +/- $300. start out with 2 3/4 inch target loads. simply becuase its a cheap gun. my first shotgun was a stoeger condor over/under 12 gauge.
not really a rifle guy – prefer shotguns.
in my area (suburb of pittsburgh PA), had to fill out a few pieces of paper work (not a whole lot) show ID to prove age (18), and they did a quick background check (placed a call to some agency, only took a minute or 2). really not that hard.
other accessories: hard case, chokes, choke wrenches, ammo, trigger lock
