Dude!, I feel your pain. I play gears of war daily and some people decimate me with the shotgun, one shot I'm downed in certain situations and it just perplexes me. I think it just boils down to some people play alot and get really really really good with the shotgun.

Here's what I suggest to start your training:

1) Don't aim, unless you are in a position of cover/advantage where you possess favorable circumstances in order to give you the kill....SHOOT FROM THE HIP IN ALL OTHER SITUATIONS
2) When shooting from the hip, try leading the target a little (predicting their path) if you are a little ways from them and assuming they are moving, if they are close however, don't lead them at all.
3) As soon as you start the match, shoot and perfect reload a couple times to get your shotgun strength up
4) When in a shotgun fight one on one, never stay still, always move, preferably in a clockwise or counter-clock wise motion to your opponent, roll when necessary but not too much, it tends to make you disoriented.
5) If someone rolls toward you with shotgun equipped, either roll left or right, or simply run/walk left or right of the roll and then as they pop up from their roll, shoot them
6) Never roll directly back from an opponent firing the shotgun, I wouldnt suggest rolling forward, but sometimes if you do roll forward and they stay still, you can get an easy kill as soon as you come out the roll (see 5)
7) If someone is roadie running with shotgun equipped toward you, then this means they plan on popping up as soon as they get close to you and taking you out with a close ranged kill, to counter, either take your lancer out and chainsaw them when they get close or fire with pistol or lancer at a safe distance to get a down.
8) Common sense: 2 or more shotguns against 1shotgun means your destruction, use odds to your advantage.

Hope I helped, good luck!

The COG shotgun could be one of the best weapons
in the game. It has incrediable power, good ammo
supply, and a fair range. At close range, it decimates the
enemy, much like the chainsaw. Execellent choice
for multiplayer combat.

Okay, I'm best advice to you is the Massive Swarm, (this only works for 3-4 people) 3 of you charge the enemy each taking down the same opponent. The enemy will most likely take out shotguns, this is where your shotguns come in and try to shotgun one of them. I would try 2 shotguns and 2 Lancers.

the best way is to shoot without aiming. jus wait for the person to go into the center of your screen. And if your still not doing good use the red circle that comes up when ur getting shot.

It depends on what situation you're in. If it's just you and him in the open firing at each other then i'd recommend aiming briefly and shooting but most of the time i never aim... it's a waste of time to me unless you're really going for a headshot or something( if I want a headshot I usually get a sniper anyway ). you can aim just as well without using the L button in my opinion. you just have to get used to where to point your guy. once you get it down, you'll have more kills. I used to aim everytime I encountered someone and most of the time I lost unless I happened to aim perfectly at his head or just get lucky with him not paying attention. Rolling also helps when youre in tight situations ( if there is cover nearby ). If your health is low and his isn't ( you can usually tell if you've hit him a good amount ) then rolling behind cover and rolling back out and popping him with a few rounds helps sometimes. I'm not saying any of these methods will always work, because anything could happen, for instance you think you're doing good because you've hit him a few times and you're untouched, but he happens to get a headshot. Just try these out and you'll notice a change ( there was definitely one for me when i tried these out). It's kinda hard to think of my whole shotgun strategy right now but I did my best. Hope this helps.
