Pawn shop values are best near gambling casinos. particularly during local hunting seasons when hunters lose money and have to part with their well maintained guns. stay away from down town pawn shops where gang bangers turn in their dirt.

You don’t define "cheap", but Stoeger makes a Coach gun which is a double barrel shotgun for around $350. It is popular with cowboy action shooters since is the correct style as used on 1880′s stagecoaches (hence the name Coach gun) but only a fraction of the cost of a period piece. The link is below.

Well, you could look for a piece of cheap crap made in China called a Norinko. It’s really cheap and you get just what you pay for. I wouldn’t waste my money on one. Hell, I wouldn’t want if they gave it to me. Your next best bet is to shop through all of the local gun shops. I assume that you are not an experienced and knowlegable gun buyer. If this is true, you don’t want to be buying from an individual or a pawn shop because you don’t know what to look for. Stick with gun shops for your used guns since they are more likely to treat you fairly and not sell you a piece of junk. They have more of a reputation to uphold. You may pay a bit more but you will get so much more for what you pay than from any other source.
